CAA consultation on C2 link policy for BVLOS drones at SAIL 1–3

Share your views on C2 standards, radio technologies, and safety objectives before the 22 December 2025 deadline

The UK Civil Aviation Authority (CAA) is inviting feedback on its policy concept for Command and Control (C2) links (CAP3154) used by Specific Category drones operating Beyond Visual Line of Sight (BVLOS) at SAIL I–III under the UK SORA process.

The consultation looks at how telecoms and aviation standards could apply to C2 links, adoption of the JARUS Required C2 Link Performance (RLP) framework, and the suitability of different radio technologies.

It also explores how C2 link performance supports Operational Safety Objectives within UK SORA.

Responses are welcome from UAS operators, network providers, manufacturers, and safety specialists. The consultation closes at 23:59 on 22 December 2025.

The CAA says that the consultation is technical and specialist in its nature, and is intended primarily for UAS operators, network providers, equipment manufacturers, and safety and risk assessment specialists.

It covers:

  • The use of existing telecoms standards and service levels to meet C2 link requirements.

  • Adoption of the JARUS Required C2 Link Performance (RLP) framework.

  • Suitability of different radio technologies for operations assessed as SAIL I, II or III.

  • How C2 link performance aligns with OSO6 and OSO13 requirements in UK SORA.

The consultation also includes partial use cases to help illustrate how different C2 link architectures may fit a range of operational contexts.

The UK CAA says its consultation is part of our work under the Future Air Traffic Management and Air Navigation Services programme and supports its commitment to enabling safe and scalable BVLOS operations in the UK.

The policy concept outlines its early thinking on how existing telecoms and aviation standards could be applied to C2 links and proposes a set of measures to support compliance with Operational Safety Objectives (OSOs) within UK SORA.
