UK CAA Drone Regulations

What it is and why it matters

The Civil Aviation Authority (CAA) is the UK’s aviation regulator, responsible for setting and enforcing rules for safe drone operations. It defines drone use through categories based on risk (such as Open category and Specific category) as well as drone classes that determine how and where they can be flown.

All drone operations in the UK must comply with CAA regulations. Failing to do so can result in fines, legal action, or restrictions on flying. As drone laws continue to evolve, it is important for operators to stay informed and ensure ongoing compliance with the latest requirements.

Types of Drone Licences in the UK

Registration, qualifications, and authorisations

To comply with CAA regulations, drone operators must obtain the appropriate “drone licence” for their intended use. A drone licence is commonly used to describe the combination of registration, qualifications, and operational authorisation required to fly legally in the UK.

Registration is the foundation of safe and legal drone flying, most users need a valid Flyer ID and/or Operator ID to conduct the operation.

When operating beyond basic flight limits or closer to people, pilots flying drones over 250g are required to go through training and obtain the necessary qualifications such as A2 CofC or GVC.

For more advanced or higher-risk operations that fall into Specific Category, operators must also apply to CAA to obtain Operational Authorisation through PDRA01 or UK SORA pathway.

Registration

Flyer ID and Operator ID explained

Flyer ID

  • Who it’s for: pilots

  • When it’s needed: flying a drone weighing 100g or more

  • How to obtain: pass a free online theory test via the CAA

Operator ID

  • Who it’s for: drone owners

  • When it’s needed: flying a drone that is either 100g-250g with a camera, or from 250g to 25kg.

  • How to obtain: register online with the CAA and pay the annual fee

Training & qualifications

A2 CofC and GVC explained

In the UK, drone licences for more advanced operations involve recognised training and qualifications. Two common qualifications are:

A2 CofC (A2 Certificate of Competency)

  • When it’s needed: For Open category operations in the A2 subcategory, allowing flights closer to people

  • How to obtain: Complete online training and pass a theory exam with a CAA-recognised provider

GVC (General Visual Line of Sight Certificate)

  • When it’s needed: For Specific category operations, typically required when applying for Operational Authorisation

  • How to obtain: Complete CAA-recognised training, pass a theory exam, and undertake a practical flight assessment

Operational Authorisation

PDRA01 and UK SORA explained

Operators conducting flights in the Specific category must obtain Operational Authorisation from the CAA before flying. There are two main pathways to obtain Operational Authorisation:

PDRA01 (Pre-Defined Risk Assessment)

When it’s needed: for operations outside the Open Category, involving aircraft under 25 kg flown within 150 m of residential, commercial, industrial, or recreational areas, while maintaining visual line of sight (VLOS).

How to obtain: apply to the CAA using the PDRA01 framework, providing:

  • A valid Flyer ID and Operator ID

  • The appropriate qualification (e.g. GVC or RPC-L1)

  • Operations manual and other supporting documentations

UK SORA (Specific Operations Risk Assessment)

When it’s needed: complex operations in the specific category but fall outside PDRA01 limits, such as flying beyond visual line of sight (BVLOS) or flying with drones weighing 25kg or more.

How to obtain: conduct a full risk assessment in accordance with the UK SORA methodology, including:

  • A valid Flyer ID and Operator ID

  • The appropriate qualification (e.g. GVC, RPC-L1, or RPC-L2)

  • Assessment of ground risk, air risk, and the resulting SAIL level, along with supporting documentation
