What is the difference between Ground Risk Class (GRC) and Air Risk Class (ARC)?

GRC (Ground Risk Class) measures the potential consequence of a UAS impact on people on the ground.

ARC (Air Risk Class) measures the likelihood of an encounter with manned aircraft.

GRC is a consequence measure; ARC is a frequency/exposure measure. Both can be reduced through targeted mitigations before the final SAIL level is determined.
