What is PDRA01?

PDRA01 stands for Pre-Defined Risk Assessment 01.

It is a regulatory framework created by the UK CAA to enable certain drone operations within the Specific Category using a predefined safety model.

Rather than building a detailed operational risk assessment from scratch, operators can apply for authorisation using the standardised operational conditions defined by PDRA01.

What does PDRA01 allow me to do with my drone?

What are the limitations of a PDRA01?

The parameters of a PDRA01 ensure the operation remains within acceptable risk levels defined by the CAA.

As such, there are some important rules to abide by, including:

  • Keep the drone within 120 metres (400ft) from the earth's closest point.

  • Flights must be VLOS.

  • Flights must not be carried out within 50m of uninvolved persons, except during take-off and landing, where this separation may be reduced to 30m.

  • Any overflight of uninvolved people must be kept to a minimum.

  • Flights must not be carried out within 50m horizontal separation of assemblies of people. Any overflight of assemblies of people must not be conducted.

When should operators use PDRA01?

PDRA01 is commonly used for commercial drone operations that take place near buildings or infrastructure where Open Category separation distances cannot be maintained.

Common PDRA01 use cases include:

PDRA01: Operations Manual

The Operations Manual is a key part of obtaining a PDRA01 authorisation.

PDRA01: Remote Pilot’s Logbook

Pilots operating under a PDRA01 must have a Remote Pilot’s Logbook.

The flight log should be in a digital format and must be completed with key details for every flight conducted. These include:

  • Your name and Flyer ID.

  • Date of flight.

  • Take-off and landing location.

  • Duration of flight, including whether in daylight or at night.

  • Description of the flight, including remarks on any unusual technical or operational occurrences.

  • Make and model of UAS flown.

  • UAS serial number (or registration number, if applicable).

PDRA01: Drone Operator's Technical Logbook

Pilots must maintain an aircraft technical logbook of the following information for each aircraft they fly under their PDRA01 Operational Authorisation:

  • Make and model of aircraft.

  • Aircraft serial number or registration number (if applicable).

  • Date, time, duration, and take off and landing location for each flight.

  • Remote Pilot for each flight.

  • Total number of flight hours/cycles (take-off and landings).

  • Details of each operation carried out.

  • Any significant incident or accident.

  • A completed pre-flight inspection.

  • Any site risk assessments and radio frequency surveys carried out.

UK SORA: For operations outside of PDRA01

PDRA01 doesn’t cover every drone operation in the Specific Category.

If the operations are not covered by PDRA01, then you will need to apply for an Operational Authorisation using UK SORA (Specific Operations Risk Assessment), which has replaced the previous OSC (Operating Safety Case) method.

Examples of operations that require a UK SORA-based operational authorisation include:

  • Dropping items from your drone.

  • Flying beyond visual line of sight (BVLOS).

  • Flying close to crowds.

  • Flying close to people with aircraft that weight 500g or more.

  • Flying at increased heights above ground level.

  • Swarm operations.

  • Flying more than 120m (400ft) above ground level.

PDRA01 compliance

All PDRA01 Operational Authorisation holders are required to maintain an Operations Manual to comply with UK Regulation (EU) 2019/947.

The UK CAA conducts targeted compliance assessments of PDRA01 OA holders which may occur at any time during the 12-month validity period of the authorisation.

This provides an assurance that PDRA01 OA holders have an Operations Manual and are keeping logs and records of their flying activity. If you are selected for compliance checking, you will receive a notification from the UK CAA. From this point, you will have 28 calendar days to respond and provide the requested evidence.

If the CAA does not receive the required evidence from you within this time, your OA will be suspended.

How to reapply for a PDRA01

The PDRA01 is valid for 12 months.

Pilots can reapply from 28 days before their PDRA01 Operational Authorisation expires.
