Is RPC Level 1 replacing the GVC?

Yes. The CAA is gradually phasing out the GVC in favour of the Remote Pilot Competency (RPC) framework, with RPC Level 1 becoming the recommended qualification route for new drone operators.

The GVC remains available while it is being phased out, and is a suitable route for operators focused on PDRA-01 VLOS operations. However, the GVC will no longer be issued after 31 December 2027, and it cannot lead to RPC-L2 or advanced BVLOS operations.

While existing GVC qualifications remain valid, RPC Level 1 aligns with the future direction of UK drone regulation, adopts a competency-based training approach, and provides a clear pathway towards advanced qualifications such as RPC Level 2.
