CAA launches consultation on the future of UK Unmanned Aircraft System Traffic Management (UTM)
A look at the proposals that could shape future BVLOS operations, UTM service provision, and airspace integration across the UK.
The UK Civil Aviation Authority (CAA) has launched a consultation on Unmanned Aircraft Systems Traffic Management (UTM), setting out its proposed approach to enabling safe, scalable, and routine drone operations within UK airspace.
The released concept of operations consists of three documents covering certification, policy, and operational concepts for UTM. Together, they provide the CAA's current vision for how drones can be integrated into the wider airspace environment as the industry moves towards routine Beyond Visual Line of Sight (BVLOS) operations.
Key proposals
Certification of UTM Service Providers (UTMSPs) and UAS Data Service Providers (UDSPs), creating a formal regulatory framework for organisations delivering drone traffic management services.
Mandatory UTM services, including flight authorisation, geo-consciousness, and conflict management and deconfliction services
Digital flight planning and strategic deconfliction, allowing operators to submit flight plans and helping prevent conflicting drone operations before they occur.
Real-time monitoring and tactical conflict resolution, including the use of surveillance, electronic conspicuity, and traffic information services to support safe operations.
Integration between UTM and traditional Air Traffic Management (ATM) systems, enabling data sharing and coordination between drone operators, UTM providers, and Air Navigation Service Providers.
A risk-based framework for supporting routine BVLOS operations, aligned with the UK's Airspace Modernisation Strategy and Future of Flight roadmap.
Interoperability and data-sharing standards, including the exchange of operational, surveillance, meteorological, and aeronautical information between multiple service providers.
A long-term vision for integrated airspace, reducing reliance on segregated airspace and enabling drones to operate safely alongside manned aircraft at scale.
What is UTM?
UTM is the digital framework that will help manage increasing volumes of unmanned aircraft operations. Similar to traditional Air Traffic Management (ATM), UTM aims to provide services that support the safe, efficient, and coordinated use of airspace by drone operators.
Why it matters
As drone operations become more complex and routine BVLOS flights move closer to reality, UTM is expected to be a key enabler for integrating unmanned aircraft into UK airspace at scale. It aims to support safe coexistence between manned and unmanned aviation while providing the digital infrastructure needed for future commercial drone operations and airspace modernisation.
